Requires agency agreements providing federal or state financial assistance to rural counties or municipalities to include a provision allowing payment for verified and eligible performance, intended to alleviate financial hardships these communities face in administering agreements.

Increases Rural Infrastructure Fund grant awards from 50 percent to 75 percent of total infrastructure project cost, or up to 100 percent for projects in fiscally constrained rural communities or rural areas of opportunity.

Authorizes grants of up to $300,000 for infrastructure planning activities such as feasibility studies and design, removing previous grant amount limits tied to job creation thresholds.

Eliminates broadband Internet service and access as eligible uses of Rural Infrastructure Fund grants and removes the requirement that funded projects be related to specific job-creation or job retention opportunities.

Removes the 30 percent dual grant award limitation and eliminates the local matching fund requirement for grants awarded in rural areas of opportunity.
