Creates the Dog Breeders Trust Fund within the Department of Agriculture and Consumer Services to implement and enforce dog breeder regulations.

Trust fund consists of fees, penalties, and payments received by the state pursuant to dog breeder provisions under Florida law.

Fund balance at the end of each fiscal year must remain in the trust fund and be available for carrying out the fund's purposes, rather than reverting to general revenue.

Trust fund terminates on July 1, 2027, unless terminated sooner, and must be reviewed according to Florida Statutes section 215.3206 before its scheduled termination.

Takes effect on the same date that companion legislation (referenced as "SB ___") takes effect, if adopted in the same legislative session and becomes law.
