Removes the Department of Elderly Affairs from the definition section and eliminates the requirement for the Agency for Health Care Administration to consult with the department regarding PACE program administration.

Deletes the requirement that PACE organizations serve unique geographic service areas without duplication, allowing multiple organizations to serve the same area.

Requires prospective PACE organizations to submit complete CMS application documents to the agency before requesting program funding, including evidence of federal compliance, market studies, and financial projections.

Authorizes the agency to execute two-way agreements or contracts with PACE organizations to enhance oversight and monitoring of the program.

Grants the agency authority to adopt rules for administering the PACE program; effective July 1, 2023.
