Removes the requirement that 10 or more balloons be released within a 24-hour period to trigger the unlawful release prohibition, making any intentional release of gas-filled balloons illegal.

Eliminates the exemption for biodegradable or photodegradable balloons that were closed with hand-tied knots and required manufacturer certificates as proof.

Maintains existing exemptions for balloons released by governmental agencies for scientific or meteorological purposes, hot air balloons that are recovered after launching, and balloons released indoors.

Allows any citizen of a county to petition circuit court to enjoin balloon releases, removing the prior requirement that 10 or more balloons be involved.

Takes effect July 1, 2023.
