Establishes the Florida Medical School Scholarship and Grant Program within the Florida Education Fund to award scholarships to Black and Hispanic students enrolled in accredited medical schools or physician assistant programs in Florida.

Requires scholarships to prioritize students who graduated from a Florida high school within the last 10 years or from a Florida postsecondary institution within the last 5 years; scholarship recipients must be U.S. citizens pursuing licensure under chapter 458 or 459.

Authorizes the Florida Education Fund to award grants to public or private postsecondary institutions or nonprofit organizations to create mentoring services and support programs for minority students and underrepresented racial and ethnic groups pursuing professional degrees.

Appropriates $500,000 in recurring General Revenue Funds annually beginning in fiscal year 2023-2024 to implement the program.

Takes effect July 1, 2023.
