OPPAGA must conduct research and submit a report to the Governor and Legislature by December 1, 2023, analyzing whether the Legislature should be full-time, part-time, or hybrid, and whether salary increases are appropriate.

Report must include comparative salary analyses of Florida legislators versus other state legislatures, compiled in five ranking tables by salary level, population size, and full-time/part-time/hybrid status.

Report must provide a comprehensive table showing all state legislatures' classification, member salaries, and number of meeting days, plus analysis comparing legislative salaries to county commissioners, city commissioners, and school board members.

Report must include recommendations on whether to increase legislative salaries and when to implement changes, and whether the Legislature should transition to full-time or hybrid status with implementation guidance.

Effective date is July 1, 2023.
