Directs the Department of Transportation to conduct a study on the potential dissolution or transfer of governance, staff, operations, funding, and facilities of the Hillsborough Area Regional Transit Authority (HART).

Study must examine dissolution of governance structure, staff drawdown or transfer, financial assets and obligations, transfer of responsibilities and programs, facilities and operations, and impacts to federal or state grants.

Study must also identify legal or financial impediments to dissolution and analyze advantages and disadvantages of the proposed changes.

Requires the Department of Transportation to submit a report of study findings to the Governor, President of the Senate, and Speaker of the House by January 1, 2024.

Takes effect July 1, 2023.
