Requires the Department of Environmental Protection to assess projects over $1 million listed in basin management action plans through integrated and comprehensive monitoring to determine if they reduce nutrient pollution or water use as intended.

Mandates that project assessments be completed expeditiously and included in each basin management action plan update.

Specifies that basin management action plans must include a prioritized list of projects with planning-level cost estimates, completion dates, funding sources, and expected load reduction estimates.

Establishes July 1, 2025 deadline for local governments to develop and adopt wastewater treatment plans and onsite sewage treatment remediation plans as part of basin management action plans.

Prohibits the department from requiring higher-cost wastewater project options when lower-cost alternatives achieve the same nutrient load reduction.
