Expands the RAISE Program tutoring component to allow tutoring to occur after the school day in addition to during the school day, with tutoring still required to take place on school district property under supervision of instructional personnel

Authorizes participating school districts to provide stipends to instructional personnel and high school students who serve as tutors for after-school tutoring sessions

Clarifies that only unpaid tutoring hours may count toward community service requirements for high school graduation and Florida Bright Futures Scholarship Program eligibility

High school tutors must be rising juniors or seniors with a 3.0+ GPA, no suspension/expulsion history, on track to graduate, and have two written recommendations from teachers or activity sponsors
