Requires election materials in covered languages to match the quality of English materials, with manual translation preferred over automatic translation services, and materials made available simultaneously with English versions.

Mandates supervisors of elections operate a language assistance hotline staffed during early voting, election day, and ballot cure periods that allows callers to access assistance in their covered language.

Requires all election-related signs and posters in English to be replicated in each required covered language and displayed or distributed in the same manner as English versions.

Authorizes limited English-proficient voters to sue for declaratory judgment and injunctive relief if requirements are violated, and requires redistricting entities to provide translation services and materials in covered languages used for elections within affected areas.
