Extends the expiration date of local government occupational licenses imposed before January 1, 2021, from July 1, 2023, to July 1, 2024.

Requires the Construction Industry Licensing Board to establish by July 1, 2024, 15 certified specialty contractor categories for voluntary licensure, including fence installation, marine work, plaster and lath, rooftop work, and structural trades.

Prohibits local governments from requiring licenses (state or local) for job scopes not corresponding to defined contractor categories, including painting, flooring, cabinetry, interior remodeling without structural or system changes, and pressure washing.

Prohibits local governments from requiring state or local licenses to obtain building permits for exempt job scopes unless required by the Florida Building Code.

Allows counties with areas designated as critical state concern to offer licenses for contractor job scopes if the requirement was imposed before January 1, 2021, and prohibits local governments from requiring licenses as a prerequisite to bid on public works projects for unlicensed work.
