Authorizes the state courts system to use state revenues to provide court-appointed interpreting services to nonindigent individuals if funds are available and services are prescribed by the Supreme Court.

Removes the requirement that trial court administrators recover costs of court-appointed interpreting services from individuals, while maintaining cost recovery for translation services.

Maintains existing prohibition on using state revenues for due process services to individuals who do not qualify as indigent under section 27.52, except for the new interpreting services provision.

Specifies that cost recovery for state-funded services applies to court reporter services, transcriptions, translations, and other services, but exempts court-appointed interpreting services from cost recovery.
