Legalizes recreational marijuana for adults 21 and older, allowing possession of up to 2.5 ounces, cultivation of up to 6 plants at home, and purchase from licensed retail stores

Creates the Division of Cannabis Management under the Department of Agriculture and Consumer Services to regulate and license five types of marijuana establishments: cultivation facilities, product manufacturing facilities, testing facilities, retail stores, and consumption sites

Removes cannabis from Florida's Schedule I controlled substances list and provides retroactive resentencing for individuals currently incarcerated or under supervision for cannabis offenses that would no longer be crimes

Allows localities to prohibit or limit marijuana establishments through ordinances, with default caps based on population (one store per 5,000 residents in larger localities)

Prohibits sales to minors, restricts marijuana establishments from locating within 500 feet of schools, and bans sales between 1 a.m. and 6 a.m., while protecting employer rights to maintain drug-free workplace policies
