Establishes Florida Children's Initiatives as administratively housed within the Department of Children and Families but independent from state control, supervision, or direction.

Revises definitions and objectives for working groups to focus on early childhood development, education, youth support, and community safety in designated disadvantaged neighborhoods.

Designates five specific initiatives as Florida Children's Initiatives: Miami Children's Initiative, Inc.; New Town Success Zone (Jacksonville); Orlando Kidz Zones; Tampa Sulphur Springs Neighborhood of Promise (SSNOP); and Overtown Children and Youth Coalition (Miami).

Requires all initiatives to be subject to public records, public meetings, and procurement requirements under Florida law while maintaining operational independence.

Allows counties without existing initiatives to have priority for state funding and designation to expand the network of initiatives throughout disadvantaged neighborhoods statewide.
