Creates a new statute allowing state universities to waive out-of-state fees for undergraduate students enrolled in online courses if they have a grandparent who is a Florida legal resident or a parent employed by a Florida corporation.

Applies to students initially enrolling in fall 2023 and later at the University of Florida, Florida State University, or University of Central Florida.

Waiver covers up to 110 percent of required credit hours for the student's degree program.

Requires students to provide written declaration under penalty of perjury attesting to family residency or parental employment status, with universities authorized to report suspected fraud to law enforcement.

Mandates state universities prioritize enrollment of waiver-eligible students over ineligible out-of-state students with substantially similar credentials, and requires annual reporting of waiver numbers and values to the Board of Governors.
