Prohibits local governments from requiring licenses issued by local or state authorities for specific job scopes including painting, flooring, cabinetry, interior remodeling without structural components, handyman services, pressure washing, and similar trades.

Allows local governments to require licenses for specialty job scopes (garage door installation, masonry with structural components, solar heating, structural steel, and others) only if the licensing requirement was in place before January 1, 2021.

Prevents local governments from requiring a license to obtain a building permit for the prohibited job scopes, though work must still comply with all applicable local ordinances.

Requires the Construction Industry Licensing Board to establish additional specialty licenses by July 1, 2023, for window and door installation, irrigation, aluminum structures, glass and glazing, garage doors, and marine work.
