Creates a holistic review of state environmental permitting processes (coastal construction, environmental resource permits, water/wastewater infrastructure) with findings due to Governor and Legislature by July 1, 2024.

Establishes Indian River Lagoon Protection Program prohibiting new onsite sewage systems in specified basin management areas where central sewer is available beginning January 1, 2024, and requiring existing systems to connect to central sewer or upgrade by July 1, 2030.

Increases land acquisition thresholds from $1 million to $5 million for Board of Trustees approval and makes disclosure of appraisal reports to private landowners mandatory during negotiations.

Requires basin management action plans to include 5-year implementation milestones with identified projects and nutrient reduction targets, and mandates local governments report annually on sanitary sewer construction progress.

Appropriates $100 million annually to Department of Environmental Protection for land acquisition under Florida Forever program and renames wastewater grant program as water quality improvement grant program to address nutrient pollution from multiple sources.
