Mandates separate line-item agenda approval with public comment for contracts exceeding $500,000 (small hub), $1 million (medium hub), or $1.5 million (large hub) based on airport classification.

Prohibits contracts exceeding the specified hub-size thresholds from approval as part of a consent agenda, effective July 1, 2023.
