Mandates the department approve or deny temporary airport site approval applications within 30 days; applications not addressed within this timeframe are considered approved by default, but applicants must notify the agency clerk before taking action based on default approval.

Requires the department to publish notice of intent to approve or deny temporary airport applications in the Florida Administrative Register, with 14-day period for requesting administrative hearings that can delay site approval issuance.

Prohibits the department from approving subsequent temporary airport applications for the same general location if the purpose is to evade otherwise applicable airport permitting requirements.
