Establishes the "Low Property Tax Incentive Program" to modify how local governments handle unexpended building code enforcement fees.

Allows local governments with an established Building Inspections Fund Advisory Board to continue carrying forward excess fees beyond the standard 4-year operating budget average with board recommendation.

Permits local governments levying 7 mills or less in ad valorem taxes and having decreased building fees by at least 25 percent over 5 years to carry forward up to 20 percent of excess funds for non-construction purposes.

Clarifies that "operating budget" excludes reserve amounts and fees paid by local governments for their own building construction.

Takes effect July 1, 2023.
