Requires residential treatment centers for children and adolescents to display prominent signage warning of human trafficking dangers with the National Human Trafficking Hotline number, with rules to specify minimum content.

Creates a new certification process for adult safe houses providing housing and care to adult survivors of human trafficking, including requirements for trauma-informed operations, security standards, staff training, and annual inspections by the Department of Children and Families.

Directs the Services and Resources Committee of the Statewide Council on Human Trafficking to study existing adult safe houses and submit an interim report by October 1, 2023, and final report by December 31, 2023, with recommendations for regulation.

Requires safe houses for child victims of commercial sexual exploitation to employ or contract with law enforcement-trained personnel or have a memorandum of understanding with law enforcement, and mandates age-appropriate educational programming on commercial sexual exploitation dangers.

Reduces the correction period for public lodging establishment violations from 90 to 45 days and eliminates the correction period for second or subsequent violations occurring on or after July 1, 2023, with mandatory administrative fines.

Appropriates $75,000 in recurring funds and $388,000 in nonrecurring funds to the Department of Children and Families for technology enhancements to implement the act.
