Amends Florida law to require municipalities operating water or sewer utilities to charge the same rates, fees, and charges to customers in another municipality when using a facility or plant located in that recipient municipality.

Allows municipalities to add a surcharge of up to 25 percent when charging customers outside their boundaries under the standard pricing method, but this surcharge does not apply when providing service through a facility located in another municipality.

Permits municipalities to charge rates based on equitable factors matching those used for in-municipality customers, with a total cap of 50 percent above in-municipality rates under the alternative pricing method.

Requires public hearings before establishing rates under the equitable pricing method but not for the standard same-rates method; allows pro rata rate changes without hearing if applied uniformly across all service classes.

Takes effect July 1, 2023.
