Notes Cuba was designated a state sponsor of terrorism by the United States on January 12, 2021, and that the country engaged in mass arrests and oppression following July 2022 protests.

Declares the Florida Senate's support for Cuban exiles in Florida and those seeking to escape Cuban oppression, and affirms solidarity with the "¡Patria y vida!" movement opposing the Cuban regime.
