Department of Management Services must set aside and dedicate an area of the Capitol Complex called "Memorial Park" for placement of memorials, including a monument honoring 241 U.S. Armed Forces members who died in Beirut, Lebanon on October 23, 1983.

Redefines "Capitol Complex" to include the Holland Building, Elliot Building, R.A. Gray Building, and associated parking garages, while excluding the Supreme Court Building and adjacent public streets.

Designates "Memorial Park" as the portion of the Capitol Complex between and including the Elliot Building and Holland Building, bounded by Monroe Street, Gaines Street, Calhoun Street, and East Pensacola Street.

Removes requirement for Department of Management Services to consult with the Florida Historical Commission regarding memorial placement and garden designation.

Effective date: July 1, 2023.
