Revises the Quality Incentive Program Payment Pool for nursing home care reimbursement from 6 percent to 10 percent of September 2016 non-property related payments.

Establishes the Slots for Doctors Program to allocate $100,000 annually to hospitals and qualifying institutions for each newly created resident position in physician specialties with statewide supply-and-demand deficits, effective June 1, 2023.

Creates a pilot program for individuals with developmental disabilities in Statewide Medicaid Managed Care Regions D and I using a managed care model to provide comprehensive community-based services, with implementation and enrollment to begin by January 31, 2024.

Modifies Medicaid achieved savings rebate calculations to adjust refunds for Federal Medical Assistance Percentages, with state share transferred to General Revenue Fund and federal share to Medical Care Trust Fund.
