Creates the State Opioid Settlement Trust Fund within the Agency for Health Care Administration to abate the opioid epidemic pursuant to state settlement agreements in opioid-related litigation or bankruptcy proceedings.

Requires the Department of Financial Services to annually transfer funds from its Opioid Settlement Clearing Trust Fund to the Agency for Health Care Administration's State Opioid Settlement Trust Fund as specified in the General Appropriations Act.

Unencumbered balances at the end of any fiscal year and encumbered balances remaining undisbursed by September 30 shall revert to the Department of Financial Services Opioid Settlement Clearing Trust Fund.

Terminates the trust fund on July 1, 2027, unless terminated sooner, with the fund subject to review per section 215.3206(1) and (2) before its scheduled termination.

Takes effect July 1, 2023.
