Creates the State Opioid Settlement Trust Fund within the Department of Children and Families to abate the opioid epidemic in accordance with settlement agreements reached in opioid-related litigation or bankruptcy proceedings.

Requires the Department of Financial Services to annually transfer funds from its Opioid Settlement Clearing Trust Fund to the State Opioid Settlement Trust Fund in amounts specified in the General Appropriations Act.

Specifies that any unencumbered balance at the end of a fiscal year and any encumbered balance remaining undisbursed by September 30 shall revert to the Department of Financial Services Opioid Settlement Clearing Trust Fund.

Automatically terminates the State Opioid Settlement Trust Fund on July 1, 2027, unless terminated sooner, with a required review before termination per Florida Constitution Article III, section 19(f)(2).

Takes effect July 1, 2023.
