Creates the State Opioid Settlement Trust Fund within the Department of Health to abate the opioid epidemic through settlement agreements reached in opioid-related litigation or bankruptcy proceedings.

Requires the Department of Financial Services to annually transfer amounts specified in the General Appropriations Act from its Opioid Settlement Clearing Trust Fund to the Department of Health's State Opioid Settlement Trust Fund.

Unencumbered balances at the end of any fiscal year and encumbered balances remaining undisbursed on September 30 shall revert to the Department of Financial Services Opioid Settlement Clearing Trust Fund.

Establishes a termination date of July 1, 2027 for the trust fund, subject to review and potential re-creation in accordance with state constitutional requirements.

Effective date: July 1, 2023.
