Creates the Opioid Settlement Trust Fund within the Department of Juvenile Justice to abate the opioid epidemic in accordance with state settlement agreements in opioid-related litigation or bankruptcy proceedings.

Funds credited to the trust fund shall consist of amounts disbursed by nonoperating transfer from the Department of Financial Services' Opioid Settlement Clearing Trust Fund, equal to annual appropriations made from the trust fund.

Any unencumbered balance at the end of a fiscal year and any encumbered balance remaining undisbursed on September 30 shall revert to the Department of Financial Services' Opioid Settlement Clearing Trust Fund.

The Opioid Settlement Trust Fund shall be terminated on July 1, 2027, unless terminated sooner, and must be reviewed before its scheduled termination date as provided in statute.

Takes effect July 1, 2023.
