Creates the Opioid Settlement Trust Fund within the Department of Law Enforcement to abate the opioid epidemic in accordance with state settlement agreements in opioid-related litigation or bankruptcy proceedings.

Funds are credited to the trust fund through nonoperating transfers from the Department of Financial Services' Opioid Settlement Clearing Trust Fund in amounts equal to annual appropriations.

Any unencumbered balance at the end of a fiscal year and any encumbered balance remaining undisbursed on September 30 shall revert to the Department of Financial Services' Opioid Settlement Clearing Trust Fund.

The trust fund is scheduled for termination on July 1, 2027, unless terminated sooner, and shall be reviewed according to state statutory requirements before its scheduled termination.

Takes effect July 1, 2023.
