Allows purchasers, transferees, or assignees to hold pari-mutuel wagering permits if approved by the commission, provided no additional permits are issued.

Permits cardroom licenses to be held by purchasers, transferees, or assignees of valid pari-mutuel permits who have received commission approval under the new ownership rules.

Exempts approved purchasers, transferees, or assignees from the requirement that permit holders must have operated a pari-mutuel facility during fiscal year 2020-2021.

Maintains the prohibition on issuing new pari-mutuel permits after January 1, 2021, and prohibits converting permits to different classes.

Takes effect upon becoming law.
