Creates the Local Government Emergency Bridge Loan Program within the Department of Economic Opportunity to provide interest-free loans to counties and municipalities impacted by Hurricane Ian or Hurricane Nicole that have suffered substantial revenue losses.

Eligible local governments must be located in areas designated in Federal Emergency Management Agency disaster declarations; loan amounts based on demonstrated need are disbursed in lump sum with one-year terms extendable up to 6 additional months.

Loan funds may only be used to continue or expand local governmental operations to meet disaster-related needs, not for capital improvements, facility repairs, or infrastructure restoration.

Appropriates $50 million in nonrecurring funds for fiscal year 2022-2023, with unexpended balances reverting to fiscal year 2023-2024; department may approve loans through the end of fiscal year 2023-2024 subject to fund availability.

Program expires June 30, 2027; transfers $650 million from General Revenue Fund to the Emergency Preparedness and Response Fund in the Governor's Executive Office for disaster preparation and response; takes effect upon becoming law.
