HB 13B Summary

• Reenacts and updates the charter for the Eastpoint Water and Sewer District in Franklin County, validating all prior debts, bonds, taxes, contracts, and proceedings of the district.

• Consolidates the separate positions of board secretary and board treasurer into a single board secretary-treasurer position; the board consists of 5 members appointed by the Governor for 4-year terms.

• Authorizes the district to levy an ad valorem tax not exceeding 5 mills on taxable property within its boundaries and to issue revenue bonds payable from water rates or sewer service charges.

• Grants the board powers to acquire, construct, and operate water and sewer systems; fix and collect rates and charges; require connections to the sewer system; and disconnect service for non-payment after 30 days.

• Prevents the district's dissolution as of June 1, 2023, allowing it to continue in full force and effect with all existing authority for revenue collection and payment of outstanding obligations.
