Expands the Nonprofit Security Grant Program to include houses of worship, schools, museums, and community centers at high risk for violent attacks or hate crimes.

Grants may be used for security infrastructure, perimeter lighting, door hardening materials, security cameras, fencing, barriers, blast-resistant film, shatter-resistant glass, hiring security personnel, and staff training on threat awareness and emergency procedures.

Awards grants to applicants who met eligibility criteria for but did not receive funding from the federal Department of Homeland Security's Nonprofit Security Grant Program, with priority given to houses of worship and facilities frequented by children or students daily.

Appropriates $20 million to the Division of Emergency Management, $15 million to the Department of Education for Jewish day schools and preschools for hardening security measures, and $10 million for nonhardening security measures at Jewish schools, with all grants to be awarded by March 1, 2024.

Requires the Division of Emergency Management to adopt emergency rules by December 31, 2023, and to provide annual reports to the Legislature by June 1 on all grants awarded.
