Repeals sections 1-36 of chapter 2023-18, Laws of Florida, relating to provisions for assistance for private schools in complying with certain statutes

Revises the guardian program by authorizing private schools to request sheriffs establish guardian programs and reducing training program hours required for school employees to be certified as school guardians

Authorizes persons to carry concealed weapons or firearms if licensed or meeting specified requirements, while prohibiting unlicensed carry in certain locations; extends concealed carry authorization to nonresidents meeting the same requirements as residents

Requires each law enforcement agency in Florida to create and maintain an active assailant response policy by a specified date and requires the Office of Safe Schools to develop a behavioral threat management operational process

Requires charter school governing boards to establish threat management teams, requires the Department of Education to establish the Florida Safe Schools Canine Program, and establishes reporting requirements for school safety incidents; effective upon becoming law
