Florida Department of Law Enforcement shall collect and disseminate monthly hate crime data from all law enforcement agencies, organized by agency, jurisdiction, and incident type, and also send comprehensive data to the FBI in NIBRS format each month.

Department and local law enforcement agencies must establish hate crime training programs using FBI's Criminal Justice Information Services Uniform Crime Reporting Program's Hate Crime Data Collection Guidelines and Training Manual, with all relevant personnel trained annually.

Every law enforcement agency in municipalities with more than 50,000 residents must adopt and publicize an inclusive hate crime policy outlining the agency's priority for identifying and investigating hate crimes and assisting victims and communities.

Sentencing judges shall consider noncarceral alternatives such as community service, anti-bias education, or compensation to community-based programs or victim support services for first-time nonviolent hate crime offenders, especially juveniles.

Attorney General shall publish an annual summary of hate crime data that specifically lists law enforcement agencies in municipalities with over 50,000 residents that either failed to adopt a hate crime policy or reported zero hate crimes.
