Creates the Emergency Property Insurance Assistance Program within the Department of Commerce to award grants to eligible residents for homeowners' insurance payments.

Eligible residents must have continuously resided in Florida for 6 months before application, be registered to vote in the state, establish domicile per Florida law, or have filed for homestead tax exemption.

Grants are the greater of a one-time payment up to $2,500 or an amount equal to the applicant's increase in annual insurance premiums since Ron DeSantis became Governor of Florida.

Department must prescribe application forms requiring applicant information, proof of income, notarized federal tax return, notarized insurance contract, and signed affidavit that funds will be used solely for insurance payments.

Appropriates $1 billion for program implementation with an effective date of July 1, 2024.
