Provides sales tax exemptions available as refunds for fencing materials, farm building materials, and fuel purchased August 30, 2023 through June 30, 2024 for Hurricane Idalia recovery in specified agricultural counties, with applications due December 31, 2024.

Appropriates $176.17 million to Department of Financial Services for My Safe Florida Home Program mitigation grants and $30 million to Division of Emergency Management for Public Assistance Program matching funds for Hurricane Idalia disaster relief.

Establishes Agriculture and Aquaculture Producers Natural Disaster Recovery Loan Program with up to $500,000 low-interest or interest-free loans with 10-year terms and 30% principal forgiveness for eligible farm operators; appropriates $75 million and $37.5 million for timber landowner cost-sharing grants.

Extends Local Government Emergency Revolving Bridge Loan Program terms from 24 months to 5 years and appropriates $50 million for hurricane repair and recovery projects in Hurricane Idalia-designated FEMA disaster counties.
