Creates a grant program within the Florida Department of Commerce to help residents pay for mortgage loans, homeowners' insurance, and motor vehicle insurance, with funds allocated by the Office of Insurance Regulation.

Eligible residents may receive a one-time grant of up to $1,500 for mortgage/homeowners' insurance and up to $1,500 for motor vehicle insurance, with increased limits of up to $2,500 each for senior citizens (age 65+).

Defines "resident" as a person who has lived continuously in Florida for at least 6 months before applying, is registered to vote, has established a Florida domicile, or has filed for homestead tax exemption in the state.

Requires applicants to submit proof of income, a notarized federal tax return (if filed), notarized copies of mortgage or insurance documents, and a signed affidavit pledging to use the grant solely for its intended purpose.

Directs the Department of Commerce to establish a priority order for fund distribution, publicize the program, and adopt administrative rules, with an effective date of July 1, 2024.
