Establishes the Florida Medical School Scholarship and Grant Program within the Florida Education Fund to provide scholarships to black and Hispanic U.S. citizens enrolled in accredited medical schools or approved physician assistant programs in Florida leading to licensure under chapter 458 or 459

Gives scholarship priority to students enrolled in a Florida accredited medical school who graduated from a Florida high school within the last 10 years or from a Florida public or private postsecondary institution within the last 5 years, with scholarship amounts determined by the fund

Authorizes the Florida Education Fund to award grants to public or private postsecondary institutions or 501(c)(3) nonprofit organizations to create nontraditional mentoring services or support programs for minority and underrepresented students pursuing careers requiring a professional degree

Requires the Board of Directors of the Florida Education Fund to fund the new program and create a budget for its administration, in addition to its existing responsibilities overseeing the McKnight fellowship programs

Appropriates $750,000 in recurring funds from the General Revenue Fund beginning in the 2024-2025 fiscal year to implement the program, with an effective date of July 1, 2024
