Public officers, agency employees, local government attorneys, and candidates are prohibited from soliciting or accepting anything of value from a "foreign country of concern," as defined in s. 286.101, Florida Statutes

Lobbyists seeking to influence counties, municipalities, or special districts must register with the Commission on Ethics, disclose principal information and any financial relationships with local government officials, and the commission must make registrations publicly available on its website; pre-existing local lobbyist registration programs adopted before January 1, 2025 are not preempted

Governing bodies of counties, municipalities, and district school boards are prohibited from renewing or extending employment contracts of key officials — including county administrators, county attorneys, municipal chief executives, city attorneys, school superintendents, and school board general counsels — during the 8 months preceding a general election, unless approved by a unanimous vote

Municipal governing bodies must place proposed charter amendments to a vote of electors at the next general election, municipal election, or special election, whichever comes earliest

The act takes effect January 1, 2025
