Creates s. 790.501, F.S., establishing a licensure process through the Department of Agriculture and Consumer Services for "enhanced firearms training facilities," defined as facilities on agriculturally zoned land used to train people in firearms use and personal safety

Requires facility owners seeking licensure to pass a Level 2 background screening, have no felony convictions, complete the NRA Chief Range Safety Officer training program (or equivalent), and hold a valid class "K" firearms instructor license

Allows the local sheriff to voluntarily provide a written attestation supporting a licensure application, confirming the property is adequate in size and may fulfill a public safety training need

Licenses are valid for 12 months with annual renewal, and must be revoked if the owner is convicted of a felony or loses their class "K" firearms instructor license

Exempts licensed facilities located in unincorporated county areas from local government planning, zoning, and public works restrictions, and authorizes sheriffs to use these facilities for school guardian program training under s. 30.15
