Redesignates Florida Chapter 462 from "Naturopathy" to "Naturopathic Medicine," creates the Board of Naturopathic Medicine within the Department of Health composed of 7 Governor-appointed members (5 licensed naturopathic physicians and 2 lay members), and establishes a comprehensive regulatory framework including licensure by examination and by endorsement for naturopathic physicians.

Defines the scope of practice of naturopathic medicine to include diagnosis, prevention, treatment, and prescribing of lifestyle changes, natural medicines, and legend drugs specified by a new Naturopathic Medical Formulary, while explicitly excluding surgical procedures, general/spinal anesthetics, chiropractic/osteopathic adjustments, acupuncture, and cosmetic prescribing.

Establishes the Naturopathic Medical Formulary Council (2 naturopathic physicians and 3 pharmacists) to create and annually review a formulary of legend drugs that licensed naturopathic physicians may prescribe, administer, and dispense, with drugs limited to those consistent with naturopathic medical education and training.

Requires naturopathic physicians to complete 60 hours of continuing education per biennial renewal period (including at least 10 hours in pharmacology), maintain financial responsibility through professional liability coverage of at least $100,000 per claim/$300,000 annual aggregate (or equivalent escrow/letter of credit), and comply with detailed disciplinary and medical records requirements.

Establishes criminal penalties including third-degree felonies for practicing naturopathic medicine without a license or beyond the authorized scope, and provides an effective date of December 31, 2024.
