Affirms the right of faculty at Florida's public postsecondary institutions to engage in collective bargaining on employment terms, conditions, and protections, including the right to resolve contractual disputes through third-party neutral arbitration (creating s. 447.3019, F.S.)

Requires the State Board of Education and Board of Governors to ensure Florida College System institutions and state universities are free from undue political influence and interference in academic affairs, including curriculum design, faculty appointments, research activities, and administrative operations — replacing existing language that prohibited shielding students or staff from constitutionally protected free speech

Authorizes Florida College System institution and state university boards of trustees to design, develop, and implement diversity, equity, and inclusion (DEI) programs, and removes the prohibition on expending state or federal funds to advocate for DEI

Establishes that every student in the State University System and Florida College System has the unalienable right to pursue education access across all academic disciplines without governmental or institutional interference, including the right to select, drop, or change courses without political or ideological pressure

Grants non-tenure track state university faculty access to continuing contracts with due process protections equivalent to those of tenured faculty, and allows all faculty to negotiate annual assignments directly with department chairs and academic officers free from board of trustees interference
