Redirects multiple funding streams away from the Justice Administrative Commission and General Revenue Fund to the Grants and Donations Trust Funds of applicable state attorneys, public defenders, and regional counsels, and to the fine and forfeiture fund and Public Records Modernization Trust Fund for clerk operations.

Creates the Clerk of the Court Driver License Reinstatement Pilot Program in Miami-Dade County, authorizing the Clerk of the Circuit Court to reinstate certain suspended driver licenses (for child support failures, point suspensions, and traffic chapter noncompliance), with a required report to the Governor and legislative leaders by December 31, 2025, and automatic repeal on July 1, 2026.

Adds "improving court technology" to the list of court-related functions that clerks may fund from filing fees, service charges, court costs, and fines, and authorizes clerks to invest fine and forfeiture funds in interest-bearing accounts, with interest deposited into the Public Records Modernization Trust Fund for court-related operations and enhancements.

Splits the $12.50 administrative fee for noncriminal traffic violations so that $6.25 goes to the Public Records Modernization Trust Fund for court-related technology needs and $6.25 goes to the fine and forfeiture fund, rather than the entire amount going to the General Revenue Fund.

Removes the requirement that each state attorney publish an annual report to the Justice Administrative Commission on the results of their affirmative action program, and revises the definition of "state agency" to remove state attorneys, public defenders, capital collateral regional counsel, and the Justice Administrative Commission.
