Expands the My Safe Florida Home Program to include flood damage mitigation inspections and grants alongside the existing hurricane mitigation components, requiring the Department of Financial Services to contract with flood certification entities whose inspectors must be certified floodplain managers with at least 3 hours of flood mitigation training.

Establishes eligibility criteria for flood mitigation grants requiring the home to be in a 100-year floodplain, in a community participating in the National Flood Insurance Program Community Rating System (Class 9 or above), and covered by NFIP or private flood insurance.

Sets a $10,000 maximum state contribution as a combined lifetime cap per home and homeowner for both hurricane and flood mitigation grants, matched at a 2:1 ratio ($2 state for every $1 from the applicant); low-income homeowners may receive up to $10,000 with no matching requirement.

Authorizes flood mitigation grant funds to be used for flood barriers, site drainage improvements, utility protections, and flood openings, and extends grant eligibility for opening protection and roof coverings to condominium units in addition to townhouses.

Appropriates $200 million in nonrecurring General Revenue funds for FY 2024-2025 for mitigation grants and $5 million for administrative costs, with an effective date of July 1, 2024.
