Applies to all sewage disposal facilities in Florida with a permitted capacity greater than 1 million gallons per day, with a goal of upgrading all such facilities to advanced wastewater treatment by 2035

Requires the Department of Environmental Protection (DEP), by December 31, 2024, to submit a report detailing each facility's construction year, daily treatment volumes, current treatment levels for pollutants (including nitrogen, phosphorus, PFAS, and other emerging contaminants), spill history since 2010, and impairment status of receiving waterbodies

Requires DEP, by December 31, 2025, to submit a priority ranking process for upgrades based on environmental benefit (water quality, algal blooms, fish/wildlife deaths, public health advisories, risk of failure), cost-effectiveness, available financial assistance, and project readiness

Requires DEP, by June 30, 2026, to submit a progress report listing facilities required to upgrade, preliminary cost estimates, projected timelines for beginning and completing upgrades, and dates for commencing upgraded operations
