Creates the Insurance Solutions Advisory Council within the Office of Insurance Regulation to analyze data and evaluate information relating to Florida's property and automobile insurance markets, serving in an advisory capacity to the office and the Legislature.

Establishes an 11-member council with appointments by the House Speaker (3), Senate President (3), Governor (3), Chief Financial Officer (2), plus one Citizens Property Insurance Corporation representative and the OIR commissioner or designee, with members to be appointed by August 1, 2024.

Requires members to include representatives of large and small residential insurers, a commercial insurer, a surplus lines insurer, a trial attorney, a public adjuster, insurance agents, and at least one consumer advocate; the Governor designates the chair from among his appointees.

Requires the council to submit an annual report beginning October 1, 2024, with analysis and recommendations related to property and automobile insurance in the state; members serve without compensation but receive per diem and travel reimbursement.

The advisory council expires June 30, 2029, unless reenacted by the Legislature; the act takes effect July 1, 2024.
