Community association managers serving HOAs must attend at least one meeting annually in person, provide contact information and duty summaries to members, supply management contracts upon request, and complete at least 5 hours of HOA-specific continuing education biennially (3 hours on recordkeeping)

HOAs with 100 or more parcels must post governing documents, budgets, financial reports, insurance policies, contracts, director certifications, and meeting notices on a website or mobile application by January 1, 2025, with protected sections accessible only to parcel owners and employees

Newly elected or appointed HOA directors must complete a department-approved educational curriculum within 90 days covering financial literacy, recordkeeping, fines, and meeting requirements; directors must also complete 4–8 hours of continuing education annually depending on association size, and the education certificate must be renewed every 4 years

Criminal penalties are established for knowingly defacing or destroying accounting records (first-degree misdemeanor), repeatedly violating records access requirements (second-degree misdemeanor), refusing to produce records to obstruct criminal investigations (third-degree felony), and soliciting or accepting kickbacks (third-degree felony); debit card use for association expenses is prohibited, with unauthorized use constituting theft

Architectural review committees must apply and enforce standards reasonably and equitably across all parcel owners, and must provide written notice citing the specific rule or covenant when denying an improvement request; members may consent to online voting electronically in addition to in writing, effective July 1, 2024
