Creates the Major John Leroy Haynes Florida Veterans' History Program within the Division of Arts and Culture to collect and preserve stories and experiences of Florida's veterans through interviews and written/electronic accounts, with $91,207 in recurring General Revenue funds and one full-time position appropriated for FY 2024-2025.

Revises Florida Is For Veterans, Inc. by expanding its board of directors from 9 to 11 members, redefining its purpose as the state's initial point of military transition assistance, and defining "target market" as servicemembers within 24 months of discharge, veterans within 36 months of discharge, National Guard/reserve members, and their spouses or unremarried surviving spouses.

Overhauls the Veterans Employment and Training Services Program to broaden eligibility to the defined target market, authorize grant fund prioritization for technical certificates, licenses, and nondegree training, and allow businesses to receive grants under any state program (not just Quick-Response Training) in addition to program grants, with training costs capped at $8,000 per veteran trainee.

Provides free hunting, freshwater fishing, and saltwater fishing licenses to honorably discharged disabled veterans with a VA-certified service-connected disability rating of 50% or greater, with licenses expiring every 5 years and reissued upon request.

Requires public school instruction on the history and importance of Veterans' Day and Memorial Day, which may include two 45-minute lessons on or before each respective holiday, and expands the advisory council on brain and spinal cord injuries from 16 to 18 members to include two veterans with military-related traumatic brain injuries.
